English-Khmer Hourly Transcreation Rate

I am offerred a transcreation task for English-Khmer language pair at the rate of 12USD/hour.
I think it is a very low rate and have not confirmed my acceptance yet.

Please kindly share your comments and ideas to help me with the decision making.
