switchability

This seems to have something to do with a particular aspect of the switching mechanism or action. I don't particularly like switchability but it at least it points in the right direction and I don't know whether there is a better option given the wording you're dealing with.
The Google books reference is a railroad term glossary by Mario Leon that seems very comprehensive. Entry 8763 is talonar and defines it at forcing open the points.
The Wiki reference has a section on points.
And the reference below is Spanish that at least provides a couple of examples of talonable and talonabilidad in context in the Agujas section:
