"CAFCASS and the court welfare report
"A CAFCASS officer is normally in attendance too but practice vary from court to court. The purpose of this meeting is for the court to ascertain whether there is any chance of you coming to an agreement. If not, it is normal practice for the Judge to request a CAFCASS (court welfare) report. This can be a lengthy document and is only drawn up after he meets the parents together or individually and he meets with the child/children either on their own or/and with a parent/s."

Yes, but it has to be understood by a UK reader; "welfare report" is scarcely jargon and so needn't be understood as specific to the UK situation.

social services enquiry

It may depend a bit on the exact context in which it is being used, but I have encountered it specifically when the Social Services department were looking into the family situation vis-à-vis the welfare of the children (to see if the parents were fit to have custody, for example).

I don't know if it is used in other contexts, with possibly different translations...

neutral B D Finch : Since April 1st 2001, local authority social services departments no longer perform this role, which is now the responsibility of CAFCASS who produce a "welfare report". "Social services enquiry" might not now be understood in this context by a UK reader.

No doubt in the UK, Barbara; but don't let's lose sight of the fact that this relates to France, where these things are indeed still performed by social services. / The term is self-explanatory enough, there shouldn't be a problem of basic comprehension.
