Appears as a heading at the top of a labor union flyer directed at workers having to do with a campaign to unionize a workplace. Here is a little more context from elsewhere in the flyer:

"We are willing to take a short term pain for a long term gain. We will follow the steps of solidarity,
strength, and sacrifice that the XX did to win what they deserve.

Perder para ganar


Siguiendo el contexto dado:

- "We are willing to take a short term pain for a long term gain".
- "... and sacrifice that the XX did to win what they deserve."

y tomando en cuenta expresiones muy habituales en las noticias deportivas como por ejemplo:
- "Nadal rallies from a set down to win in Rotterdam"
- "by fighting back from a goal down to win 2-1"

me inclino a pensar que el significado del título es "aceptemos perder ahora para ganar mañana".
