Moving off the land By the onset of the twentieth century, the process of industrialization in developed countries had led to a concentration of people in urban centres. A similar process has been underway in developing countries over the last century. The movement of people from rural to urban areas and a rise in urban dwellers is part of a general development pattern that characterizes the transformation of economies and societies based on agriculture to more diversified systems of production. It is estimated that in 1960, 58% of all those employed worldwide worked in agriculture varying between approximately one-third employed in developed countries and more than 73% in developing countries.
Large scale migration to cities but rural workforce still very large in developing world By 2005 the share of agricultural employment in total world employment was down to 40.1%, a fall of nearly three percentage points or around 90 million working women and men from ten years earlier. In developed countries the share of agricultural employment in total employment was below 4% but remained at 48% in developing countries. Despite the declining share of agricultural workers in total employment, the absolute numbers of those engaged in agriculture are still rising, most notably in South Asia, East Asia, and Sub-Saharan Africa.
Rural exodus pushed by poverty and pulled by dream of better jobs in cities Three quarters of the world’s poorest people live in rural areas of developing countries and are directly or indirectly dependent on earnings from agriculture. Improving agricultural productivity and earnings are therefore critical to poverty reduction. Development policies are largely founded on a “dual-economy model” that identifies shifts out of a low productivity agricultural sector in which most women and men work in household units, to higher productivity wage labour in manufacturing and service firms located primarily in urban areas as the main source of economic growth. Higher productivity and therefore better paid jobs in manufacturing and services pull workers from agricultural occupations. However, rural poverty may also push workers to migrate to urban areas in the hope of a better job – a hope that is not always realized.

يعيش ثلاثة أرباع أفقر سكان العالم في المناطق الريفية للبلدان النامية، ويعتمدون على مداخيل الزراعة بشكل مباشر أو غير مباشر. ومن ثم فإن تحسين إنتاجية القطاع الزراعي ومداخيله لضروري للحد من الفقر. وتوضع سياسات التنمية على أساس "نموذج اقتصادي مزدوج" يحدد الانتقال من قطاع زراعي منخفض الإنتاجية يستخدم نساء ورجالا يعملون في أغلبيتهم في وحدات منزلية، إلى عمل أعلى إنتاجية وأجرا في شركات خاصة بالصناعة التحويلية والخدمات توجد بالأساس في المناطق الحضرية كالمصدر الرئيسي للنمو الاقتصادي. وتجذب الإنتاجية الأعلى وبالتالي وظائف أفضل أجرا في الصناعة التحويلية والخدمات العمالَ من أنشطتهم الزراعية. غير أن الفقر في المناطق الريفية قد يدفع بالعمال أيضا إلى الهجرة إلى المناطق الحضرية أملا في الحصول على وظيفة أفضل- وهو أمل قلما يتحقق.
