Source text - French La saison 2020 du Championnat de Maurice à la Voile restera comme un cru extra-ordinaire.
Extra-ordinaire car sujet à rebondissements, notamment dus à la crise sanitaire mondiale, et dont les répercussions ont généré incertitude, modifications du calendrier de courses, et indisponibilités de plusieurs acteurs en raison de la fermeture des frontières.
Parmi des indisponibilités, OCEAN VOX – BANK ONE du composer avec l’absence « longue durée » de son skipper et propriétaire Luc Billard, mais aussi de Pierre Josserand, Olivier Daguin, Jérôme Thomas. Aussi il a fallu recomposer un « noyau dur », et recruter et former de nouveaux équipiers.
Yann Jacobee a été nommé skipper, entouré des « habituels » Benjamin Turquois, Frédéric Mayé, Elodie Jacobee et Vincent Portugal. Ont rejoint le bord Marc Israel, Quentin Parpin, et quelques autres plus ponctuellement.

C’est donc avec un équipage renouvelé qu’Ocean Vox a abordé une saison particulière, avec une 5ème place sur la « Far East Challenge Cup », bien éloignée de leurs ambitions, mais il fallait former, et trouver des automatismes. Leur 3ème place sur l’ANAIK Challenge Cup montrait de réels progrès, même si là encore, quelques « figures de style » non maitrisées venaient les pénaliser dans leur progression.
Il est important de noter que le bouleversement du calendrier a, de manière inattendue, livré un championnat 2020 aux conditions météorologiques « musclées ». Et comme on l’imagine aisément, naviguer dans du vent fort et une mer formée n’est pas l’idéal pour un équipage renouvelé. Chacun doit prendre ses marques, mais dans la « baston », on n’a pas le temps…
Ils ont dès lors organisé plusieurs entrainements afin de progresser, et bien leur en a pris : Double Vainqueur sur la « Méphis Cup » (aller et retour) et 2ème sur la « Blue Shadow Cup » !
C’est donc en position de leader provisoire au classement général que OCEAN VOX – BANK ONE abordait ce qui aurait du être le sommet de la saison : Le Tour de l’Ile en 3 étapes. Malheureusement, après la pandémie, c’était le Wakashio qui s’invitait tristement au calendrier, et rendait impossible la grande boucle.

Le Tour 2020 fut donc remplacé par 3 manches côtières disputées dans le Nord. Sans trembler, le team remportait les 2 premières, et pensait même signer le grand-chelem, puisqu’en tête de la 3ème à mi-course…
Cette dernière journée de la « WEDLV » restera d’ailleurs dans les mémoires tant les rebondissements y furent nombreux : Toute la journée Eole aura joué avec les nerfs des équipages, alternant petits airs (à peine de quoi faire avancer le bateau) et vents très forts (ou la sécurité devient la priorité). Au final, ils termineront 4èmes, après être passés par toutes les positions au classement, de la tête à la dernière… A noter également que quatre bateaux abandonneront ce jour-là, les conditions météos ayant mis les voiliers à rude épreuve.
Au classement général, OCEAN VOX – BANK ONE confortait sa place de leader, mais toujours menacé par « Spry », « Wasabee » et « Aldebaran ». Avec 2 épreuves restant à disputer, l’équation était simple : Remporter la « Suffren Cup » offrirait le titre, peu importe le résultat sur le « TBS challenge » (régate de clôture).
Ce fut chose faite, lors d’une bien belle journée qui voyait OCEAN VOX – BANK ONE franchir la ligne d’arrivée à Port Louis en vainqueur, s’adjugeant par la même le titre de CHAMPION DE MAURICE 2020. La soirée fut… arrosée bien sur, en compagnie d’un Guillaume PASSEBECQ qui fut même invité à nous remettre le trophée.
La 3ème place sur la dernière course de la saison restait anecdotique : Le titre était acquis !

Alors comment qualifier cette année si particulière ?
Sans prétention, on constate que OCEAN VOX – BANK ONE a au final largement dominé ses adversaires.
Ce résultat, je pense que nous le devons avant tout aux séances d’entrainement que nous nous sommes imposées, et aux intégrations parfaitement réussies des nouveaux à bord.
Bien sûr, nous aborderons la prochaine saison dans la peau d’un favori, mais aussi dans celle de l’équipe à battre.
Un double statut que nous assumons, et d’ailleurs, alors que 2020 s’achève, et que le programme 2021 n’est pas encore dévoilé, le seul team à organiser des séances d’entrainements supplémentaires est bien entendu… OCEAN VOX – BANK ONE !
Translation - English An extraordinary event in a unique year: the Championship was marked by unexpected and unwelcome twists due to the Covid-19 pandemic and its aftershocks. In such an uncertain time, race schedules had to be changed and several players were unable to come to Mauritius after the borders closed.
OCEAN VOX – BANK ONE had to deal with the absence of skipper and owner Luc Billard and of team mates Pierre Josserand, Olivier Daguin and Jérôme Thomas. A new A-team of core members had to be recruited and trained for the season.
Yann Jacobee was named skipper, and he was aided by sailing regulars Benjamin Turquois, Frédéric Mayé, Elodie Jacobee and Vincent Portugal. Marc Israel, Quentin Parpin and others joined the team on occasion.

The new team took on the challenge of a very unusual season, and earned 5th place on the Far East Challenge Cup. It was far from the team’s goal, but it gave the team necessary training and experience. Our 3rd place in the ANAIK Challenge Cup showcased real progress, even though some particular manoeuvres weren’t performed to the expected standard and penalised the team.
It’s important to note that the upheaval in schedules also unexpectedly placed the Championship in turbulent weather conditions; the change in dates meant that our newly-formed team had to navigate harsh winds and rough seas. There was barely time to take one’s bearings.
Intensive training sessions were then organised, and they bore fruit: we were the Two-Time Winners of the Méphis Cup (round trip) and earned 2nd place on the Blue Shadow Cup!
As leaders of the moment in the overall ranking, OCEAN VOX – BANK ONE was about to take on the season’s peak challenge: a round trip around the island in three stages. Unfortunately, after the pandemic came the Wakashio oil spill disaster, which made the great loop around the island impossible.

The 2020 Tour was then replaced by three heats in the Northern lagoon. With ease, the team won the first two heats; mid-way during the third race, we believed we’d pull off a triple win…Until the weather intervened.
The last day of the WEDLV will undoubtedly be seared in the minds of many. Shocks and surprises came one after another. Aeolus played his tricks and set the team’s nerves on edge, alternating with whispers of wind that barely moved the boat to great gusts that threatened the team’s safety. In the end, the team finished 4th, dropping from first place to last. Four boats abandoned the race that day, too, after the weather conditions proved too harsh.
In the overall rankings, OCEAN VOX – BANK ONE had consolidated its position as leader of the table, but was threatened by “Spry”, “Wasabee” and “Aldebaran”.
With two challenges to go, the equation was simple: if the team won the Suffren Cup they would win the season, even if they failed to win the TBS Challenge (the regatta that closed the season).
The team went on to win the Suffren Cup in a beautiful day in Port Louis: OCEAN VOX – BANK ONE crossed the finished line at the harbour and became CHAMPIONS OF MAURITIUS 2020. From sea sprays to champagne sprays, celebration was in order – and a certain Guillaume Passebecq, Head of Private Banking and Wealth Management at Bank One, handed us the trophy.
Our 3rd place in the last race can remain an anecdote for another day – the title, after all, was ours!

In a nutshell: OCEAN VOX – BANK ONE finally dominated its adversaries – and not by a small margin, either. The championship was won after intense work by our team, and the excellent synergy of the new members who joined us.
We’ll be the favourites for the 2021 season, but also the team to beat. We’re up for the challenge. The next season’s programme hasn’t been unveiled yet, but you can be sure that we’re the only team that’s organising extra training sessions at the moment. 2021, here we come!

About AURI
Formed in 2013, the African Urban Research Initiative (AURI) responds to the need to create a network of urban research institutions that are durable, vibrant and that encourage innovation and the creation and dissemination of research findings across sub-Saharan Africa. Hosted by the African Centre for Cities (ACC) at the University of Cape Town, AURI links academic and non-governmental research organizations located in twelve countries across Anglophone, Francophone and Lusophone Africa. AURI will position new knowledge as the mainstream basis for developing policy and intervention in cities.
Context
Africa’s rapid urban transition is unfolding in a context where the majority of people living in cities are unable to access decent shelter or economic opportunities due to limited resources and state incapacity. There is an urgent need to build broad policy agreements between governments, civil society organizations, universities, the private sector and international development agencies to address this situation at regional, national and local levels.
200% projected increase in Africa’s urban population by 2013
A key pre-condition for this to happen is that the capacity of knowledge institutions located on the continent is significantly up-scaled.
The challenge is how to leverage the increased awareness of the importance of cities to advance agreement on the need to build
knowledge institutions, systems and ecologies across Africa that promote sound urban governance. How can these indigenous institutions
contribute towards the reduction of poverty and inequality?
AGENDA
AURI’s key agenda and vision is to build a new generation of urban knowledge institutions across sub-Saharan Africa. This demands action on four scales:
At the city scale;
Interdisciplinary laboratories are needed that allow practitioners from state and civil society organizations to work with academic researchers to jointly analyse the most urgent policy issues and questions.
At the city-regional scale;
Urban observatories are required to systematize the collection of data and various representations of urban patterns and trends.
At the national scale;
Research programmes funded by national governments are needed to enhance the quantum and focus of urban scholarship.
At the continental scale,
A number of platforms are needed to allow urban scholars and practitioners across different regional and linguistic boundaries to engage and collaborate.

La transition urbaine rapide en Afrique s’opère dans un contexte où la majorité des citadins sont dans l’impossibilité d’accéder à un logement convenable ou à des opportunités économiques en raison de ressources limitées et de l’incapacité de l’État. Il existe un besoin urgent de créer des accords de politique générale entre les gouvernements, les organismes de société civile, les universités, le secteur privé et les agences internationales de développement pour remédier à cette situation au niveau régional, national et local.
Une croissance démographique de 200% est prévue avant 2013
Une des préconditions clés à cet effet est une augmentation significative des capacités des institutions du savoir situées sur le continent.
Le défi est de savoir exploiter la prise de conscience accrue au sujet du rôle des villes pour arriver à un accord sur la nécessité de bâtir des institutions du savoir, des systèmes et des écologies à travers l’Afrique qui favorisent une bonne gouvernance urbaine. Comment ces institutions autochtones peuvent-elles contribuer à réduire la pauvreté et l’inégalité ?
PROGRAMME
Le programme et la principale vision de l’AURI est de bâtir une nouvelle génération d’institutions de savoir urbain à travers l’Afrique subsaharienne. Ceci requiert des mesures concrètes à quatre niveaux :
Au niveau des villes ;
Des laboratoires interdisciplinaires sont nécessaires pour permettre aux professionnels des organismes gouvernementaux et civils de travailler avec des chercheurs universitaires pour analyser les problèmes et questions les plus urgents conjointement.
Au niveau urbain-régional ;
Des observatoires urbains sont nécessaires afin de systématiser la collecte de données et la représentation de modèles et de tendances urbains.
Au niveau national ;
Des programmes de recherche financés par les gouvernements nationaux sont nécessaires pour rehausser et mettre davantage l’accent sur l’érudition urbaine.
Au niveau continental ;
Un nombre de plateformes est nécessaire afin de permettre aux universitaires et professionnels urbains à travers différentes régions et zones linguistiques de coopérer et collaborer.
