لقد مر مفهوم الاتصال بتغيرات كبيرة منذ اختراع الانترنت الذي تنسب فكرته الأولية إلى ليونارد كلينروك –عام ١٩٦٠ تحت اسم " ARPANET" ، وما تلى ذلك من تحسين وبناء على الفكرة الأولية تناولته وزارة الدفاع الأمريكية بعناية كبيرة من أجل تحقيق الأغراض العسكرية من خلال هذا النوع من الاتصال عبر الشبكة إضافة إلى الربط بين الساحلين الغربي والشرقي في تعزيز لأنموذج عرف باسم " packet switching model “
وبعد سلسلة من الاختراعات والشبكات الأولية المبسطة، تمكن المستخدمين غير العسكريين كموظفي الحكومة والعلماء وطلاب الجامعات حول الولايات المتحدة الأمريكية من الاتصال عبر غرف الدردشة وتبادل المعلومات وممارسة الألعاب الإلكترونية، وبحلول عام ١٩٩٤ أصبح الأمر واقعا يربط العالم بما يعرف بالشبكة العالمية.

ولم يعد الرهان على فئة المشاهدين الأكبر عمرا ساريا فقد أبطلت مفعوله الحلول الرقمية لصالح الفئات الأصغر عمرا وخاصة في الدول التي تشهد تقدما متسارعا مثل دول الخليج كالإمارات والسعودية ، فحسب دراسة حديثة أجرتها جامعة نورث ويسترن حول نسبة متابعة الأخبار في الدول العربية كالإمارات العربية المتحدة ، المملكة العربية السعودية ، لبنان ، تونس الأردن وقطر فأن نسبة العرب الذين يحصلون على الأخبار من خلال الهواتف الذكية تصل إلى ٧٧٪ ، في إشارة إلى تراجع عدد متابعي الأخبار من خلال التلفزيون بنسبة تقدر ب ٩٣٪ خلال عام ٢٠١٧
هناك تحد آخر يتعلق بتراجع نسبة الإعلانات التلفزيونية في مقابل استحواذ المنصات الرقمية على نسبة كبيرة من الأنفاق الإعلاني وذلك حسب دراسة أجرتها "زينيث "العالمية المتخصصة، والتي تشير إلى نسبة إنفاق عالمي تقدر ب ٢٠٥ مليار دولار أمريكي في مقابل ١٩٢ مليار دولار للإنفاق على الإعلانات التلفزيوني ، مع الإشارة إلى نمو حجم إعلانات الانترنت بنسبة ١٢ ٪ في عامي ٢٠١٨ و٢٠١٩ .
أما الأسباب من وراء ذلك فتتعلق باستخدام البرمجيات والخوارزميات والذكاء الاصطناعي لحجز الإعلانات وتدويرها وإعادة نشرها إضافة إلى عوامل الابتكار وسرعة النمو وسهولة الوصول إلى الشرائح المطلوبة وقياس الأثر الرجعي.
إن استفادة التلفزيون من الحلول الرقمية المختلفة يثبت أننا نعيش العصر الذهبي لهذا الجهاز وليس الأخبار التي تبث من خلاله، رغم أننا ندرك أن مستقبل الأخبار هو الأخبار ذاتها التي ستواصل التدفق والوصول إلى ملايين المتابعين حول العالم -لا المشاهدين – ولكن هل سيتم ذلك من خلال شاشات البلازما وصناديق البث المعتادة ؟ ما هو مستقبل شريط الأخبار الذي يظهر لنا خلال ساعات محددة ضمن الأجندة البرامجية والإخبارية للقنوات الفضائية ؟
كتب توماس جيفرسون في عام ١٧٨٧" كل شخص عليه أن يحصل على نصيبه من الصحف ، وأن يكون قادرا على قراءتها " هذه كانت حدود الإيمان بالعملية الإخبارية ، أما تتيحه الثورة المعلوماتية فقد تجاوز الأمر إلى فكرة أكثر سحرية " فكل شخص عليه أن يحصل على نصيبه من الشبكة وأن يكون قادرا على التفاعل والنشر وإعادة التدوير بل وصناعة الخبر كشريك لا غنى عنه مع محرري الأخبار والمراسلين والمقدمين والفنيين والتقنيين القائمين على انتاج النشرة. فالمستخدم المنتج في عصر الألفية لم يعد يكتفي بحقه في المعرفة بل وينافس في عناصر أخرى كالمصادر والتحرير والإنتاج والتقديم .
إن صناعة الأخبار التي تعتمد على معايير جوهرية الدقة والثقة والوضوح والشفافية والموضوعية احترام الرأي، بدأت تكافح في مضمار عاج بتحديات جديدة مثل السرعة والآنية والسبق والفرق بين الحقيقة والتزييف ، أما من ينافس القائم على هذه الصناعة فهو ليس المحرر العامل في قناة أخرى بل المحتوى نفسه في ظل تغيرات ترتبط بمفاهيم طريق المعلومات السريع ونشوء مجتمع المعلومات والتنظيم الأفقي العابر للحدود والتمازج بين مختلف الأشكال التعبيرية مثل الصوت والصورة والنص ، والترند والثريد والهاشتاق وغيرها من الأدوات التي تبتكرها المنصات الرقمية لتحقيق نمو في المحتوى ومتابعيه.
إن فن وعلم صناعة الأخبار تجاوز اجتماعات التحرير المغلقة والكواليس وغرف التحكم ، فالقنوات الإخبارية لم تعد المصدر الوحيد كما أنها ليست المتحكم بالأجندة الإعلامية اليومية -بل الخوارزميات – ففي هذه البيئة الفاعلة والنشطة هناك قليل من الأخبار وكثير من الضجيج كما يقول سير تشارلز دونستون ، فكيف سيبدو الأمر بعد سنة أو خمس سنوات من الآن بالنسبة لوظائف كثيرة في القنوات التلفزيونية ومن بينها وظيفة محرر الأخبار؟
في العقد الأخير تم إنهاء أكثر من ٥٠٠٠ وظيفة تحريرية في الولايات المتحدة الأمريكية وبريطانيا، بينما استعانت وكالة اسوشيتد برس بالذكاء الاصطناعي لتحرير آلاف القصص التي لا تحتاج إلى كثير من العمق والتحليل ، وبالأمس القريب كانت قناة CNN الأمريكية تتباهى باستخدام تقنية الهولوغرام المدعمة بأنظمة التعلم العميق لتقديم المزيد من المواد الإخبارية الجاذبة للانتباه .
يواجه محررو الأخبار كل ذلك إضافة إلى تحدي الوفرة والآنية المتعلق بالمصادر التي أصبحت تفصح عن الكثير من خلال حساباتها الشخصية وبشكل عفوي، كمأ المستخدم المنتج للمحتوى بدوره يساهم في خلق حيرة كبيرة بين واجب تحري الدقة والمصداقية و مشكلة الأخبار المزيفة والفروقات بين الحقائق والآراء.
لقد غيرت تكنولوجيا الاتصال الحديث صناعة الأخبار بشكل غير مسبوق وأثر في عناصر هذه الصناعة الفنية والتقنية والمفاهيمية من خلال خصائص التفاعلية، الحوسبة ، انترنت الأشياء ، الحوسبة السحابية والبيانات الضخمة وأخيرا الخوارزميات والتعلم العميق ، لكن هل تأثرت وظيفة محرر الأخبار التلفزيونية بذلك؟ و كيف تأثر عمل محرري الأخبار بهذه الخصائص التكلنوجية ؟ وما هو مستقبل وظيفة المحرر في القنوات التلفزيونية ؟
تسعى الباحثة في هذا البحث للإجابة على الأسئلة السابقة من خلال تطبيق نظرية الإعلام الجديد لاختبار فروضها وتساؤلاتها حول تأثير تكنلوجيا الاتصال الحديث على وظيفة محرر الأخبار ، وقد اختارت الباحثة أن تتم الدراسة الميدانية في ثلاث قنوات تلفزيونية في دولة الإمارات وهي تلفزيون دبي ، قناة العربية وقناة سكاي عربية.
والغرض رصد أثر تكنولوجيا الاتصال والتواصل الحديثة على وظيفة محرر الأخبار التلفزيونية ، وكيفية استفادته من هذه التغيرات والتعرف إلى أثر العلاقة بين المحرر الأخبار ووسائل التواصل الاجتماعي على القرارات التحريرية، إضافة إلى فاعلية هذه المنصات في تحسين الاتصال بمصادر الأخبار المختلفة وأثر ذلك على فرص الإنتاج والابتكار في المجال.

Introduction
The communication concept has witnessed many changes since launching the Internet invented primarily by Leonard Kleinrock in 1960 named as “ARPANET” at that time. Moreover, it has seen improvement and, based on the primary idea, US Ministry of Defense dealt with this matter with great care to achieve military goals through this kind of communication, in addition to linking the western coast to the eastern one for developing a model called “packet switching model.”
After many inventions and setting up simplified primary networks, non-military users such as government employees, scientists, and university students across the USA could communicate through chatting rooms, exchange information, and play online games. By 1994, it has become a reality linking all world together, known as the World Wide Web.
What Belgian information expert Paul Otlet had pointed out regarding the Internet idea in the 1930s is a reality, more than the primary visualization that was related to exchanging messages and files and establishing virtual gatherings. Nowadays, there are wide web and a variety of Internet functions and resulting integration between modern systems and communication and following breakthroughs in the digital system because of the algorithms. Thus, the modern technology has become the biggest entity that includes all social media and communication platforms through a growing mix of networks, technological systems, media, and interaction ways on social media platforms and smart applications on tablets and smartphones.
Thus, all mentioned previously represent an exceptional opportunity and big challenge at the same time for TV industry, especially when talking about the roles TV journalism used to play since invention of this wonder box in 1928, most importantly, entertainment and news and being a medium for reinforcing political and economic structures in the states.
The TV news industry faces many challenges, especially those related to transferring the Internet to peaceful medium able to prevail in many specialties and link them in an unprecedented and interactive way. It crosses place and time barriers, offers chances that are more inclusive, and thus opens new horizons for visual broadcasting on the World Wide Web.
The visual broadcasting and video on demand services and others that modern technologies offer put the big media organizations and high-profile news agencies with history of many decades at a crossroads, characterized by interaction, instant and direct messaging, and growing technologies. As soon as there is a platform with more flexible and practical communication, a competing platform surfaces with communication outperforming all before greatly.
The focus now is no longer on the older people, but on the young generations owing to digital solutions, especially in Gulf states having highly growing development like Saudi Arabia and the United Arab Emirates. Northwestern University has conducted a new study about news getting percentage in the Arab countries such as the United Arab Emirates, Saudi Arabia, Lebanon, Tunisia, Jordan, and Qatar showing that the percentage of Arabs getting news from smartphones is 77%. It indicates a drastic decrease in the number of people getting news from TV by 93% in 2017.
Another challenge represents the decreasing number of TV ads compared to big digital platforms that occupy most of the total advertising spending. A study by Zenith Global Ltd revealed that the global advertising spending is $205 billion compared to $192 billion for TV advertising spending, noting that Internet advertising grows by 12% in 2018 and 2019.
The reasons for this transformation are using programming, algorithms, artificial intelligence to book ads, republishing, creativity factors, speedy growth and easy reach for the target segments, and measuring impacts retrospectively.
The TV can make use of the different digital solutions, proving that this is the golden age for this set, not the news broadcasted on it. Though we know that the future of news lies in news itself flowing to millions of people across the world, not the TV audience, can it be achieved by plasma TVs and traditional broadcasting boxes? What is the future of the subtitles shown in specific times as a part of news and programs agenda for the satellite channels?
In 1787, Thomas Jefferson said that everyone should have his/her share of news and be able to read it. This is his own perspective about the news process at that time. But owing to the great information revolution, the matter exceeds this point to a magical idea that everyone should have his/her share of the web and be able to interact, post, republish, and make the news as valuable news partner to editors, reporters, and presenters in the news bulletins. In the new millennium, the producing user not only has the right to know the news but also competes in producing, reporting, and editing news with other sources.
The news industry based on accuracy, trust, transparency, clarity, freedom of expression, and objectiveness faces many challenges, that is, speed, spontaneousness, and differentiating between real and fake news. However, the competitors in this industry are not the editors working in other news agencies or satellite channels, but the content. We can see many changes to the techniques of fast news delivery, growing information community, cross-border horizontal grouping, a mix of expression ways like sound, image, and text, trends, hashtags, threads, and other tools that create digital platforms to develop content and increase the number of followers.
The art and science of news industry are not only about closed editing meetings and control rooms. The news channels are not the only source of news and do not control daily news agendas, but algorithms. In this effective and active environment, Sir Charles Dunstone said, there is a little news and a lot of noise. So what will be the fate of many jobs in TV channels especially the news editor after 5 or 6 years from now?
In the last decade, more than 5000 editing jobs have been cut in the United States of America and the United Kingdom, as the Associated Press uses artificial intelligence to edit thousands of stories that do not need a lot of analysis and depth. Recently the US CNN boasts about the use of hologram technology supported by deep learning to present stories that are more attractive.
Moreover, the news editors face other challenges as abundance and spontaneousness about the sources that post a lot on their own profiles in unplanned ways. The producing user causes a confusion about credibility and whether the news is real or fake and a problem of differentiating between facts and personal opinions.
The modern communication technology has transformed the news industry in unprecedented way and affects its technical, conceptualized, and technological elements through interactivity, computing, internet of things, cloud computing, huge data, and algorithms and deep learning. Is the TV news editor job affected by this transformation? How is the news editor job affected by those technological features? What is the future of news editor job on TV?
The researcher is working on finding answers to the previous questions by applying new media theory to choose assumptions and questions about the impact of modern communication technology on the job of news editor. She has chosen three TV channels in the United Arab Emirates, Dubai TV, Al Arabiya TV, and Sky Arabia to be her field studies.
The main goal is to recognize the effects of modern communication and media technology on the TV news editor job and how to get use of this transformation and know the impact of relationship between TV news editor and social media platforms on the editing decisions and the effectiveness of those platforms to improve communication with different news sources and thus the effects on production and creativity in this field.
