Headline economic indicators suggest the world is finally getting back on track after the global crisis that erupted 10 years ago. A broad-based pickup in GDP growth rates is under way, stock markets have never been higher and the world’s major central banks are cautiously preparing to unwind the exceptional policies of the post-crisis period.
In emerging markets aggregate debt levels were relatively low and stable prior to the crisis but have increased sharply since. The most emerging economies are much more directly exposed to any worsening of global conditions. If the major central banks’ interest rates were to move significantly higher, lower-income emerging market economies would take a direct hit from the combination of higher rates and worse exchange rates, increasing the cost of borrowing US dollars or other hard foreign currency.

Больше всего от ухудшения глобальных рыночных условий страдают наиболее динамично развивающиеся страны. Если бы крупнейшие центробанки значительно повысили процентные ставки, это привело бы к снижению обменного курса и прямо ударило бы по развивающимся странам с более низким уровнем дохода, увеличив стоимость американского доллара и любой другой твердой иностранной валюты.

Plus de 250 chercheurs ont travaillé sur le premier volet d'un rapport du Groupe d'experts intergouvernemental sur l'évolution du climat, dévoilé vendredi. Comment ont-ils résumé une montagne de données en quelques pages?
Des typhons, des canicules, des pluies diluviennes et des orages apocalyptiques... le tout sur une clé USB. Le 27 septembre, une poignée de scientifiques du Groupe d'experts intergouvernemental sur l'évolution du climat (Giec), réunis à Stockholm, en Suède, rendent public le résultat de cinq ans d'un travail titanesque, mené par plus de 250 chercheurs originaires d'une quarantaine de pays.
Ces milliers de pages d'analyses et de calculs, inaccessibles au commun des mortels, ont donné naissance à un rapport digeste : une synthèse d'une cinquantaine de pages prêtes pour atterrissage sur le bureau de Barack Obama, François Hollande ou encore Vladimir Poutine.

Тайфуны, жара, проливной дождь, устрашающие грозы… все это на простом USB-носителе. 27 сентября некоторые ученые из Межправительственной группы экспертов по изменению климата (МГЭИК) собрались в Стокгольме (Швеция) и поделились с публикой результатом титанической работы, которую на протяжении пяти лет вели 250 ученых примерно из сорока стран.
Из тысяч страниц анализов и подсчетов, обычно недоступных для обывателей, возник довольно вразумительный доклад – сборник из пятидесяти страниц, готовых к тому, чтобы оказаться на столе Барака Обамы, Франсуа Олланда или же Владимира Путина.
