The CBSC: Encouraging the Highest Standards in Canadian Broadcasting
Broadcasters have the ability to influence opinion, modify attitudes and change minds.
That’s why, in 1990, private broadcasters created the Canadian Broadcast Standards Council (CBSC), an independent, non-governmental body that administers the broadcast industry’s codes and ensures that the highest standards are respected.
Radio and television broadcasters, specialty and pay television channels, and satellite radio services all adhere to these codes.
Broadcasters promise to respect the interests and sensitivities of the communities they serve, while preserving the industry’s creative, editorial and journalistic freedom.
Over time, these codes evolve, the standards are revised, and occasionally new codes are developed, all with the goal of better reflecting the values of contemporary audiences.
Thanks to the support of private broadcasters, the vast majority of Canada’s linguistic and cultural communities, including persons with disabilities, have ready access to the services offered by the CBSC.
Canada’s Broadcast Codes: An Important Resource for Viewers and Listeners
The codes administered by the CBSC reflect the broadcast industry’s commitment to respect community standards for programming. They include the:
• CAB Code of Ethics
• CAB Equitable Portrayal Code
• RTNDA Code of (Journalistic) Ethics
• CAB Violence Code
• Journalistic Independence Code
• Pay TV Programming Code
• Pay TV Violence Code
The full texts of the Code of Ethics, the Equitable Portrayal Code, the Violence Code and the Code of (Journalistic) Ethics are available in your language on our website.
The texts of the last three codes, which have more limited application, are only available in English and French.
The codes cover many issues, including:
• abusive comment • accuracy in news
• negative portrayal
• stereotyping • proper presentation of
opinion and comment
• privacy • children’s programming
• coarse language • program ratings
• sexual content • appropriate family content
• violence • unfair or unsafe contests
• Watershed hour • cross-media ownership
The CBSC: We’re Here for You
If you see or hear something that concerns you in English, French or any other language, this is what you should do:
First, write down the following information:
• the name, date and time of the program
• the name or call letters of the broadcaster
• a short summary of what concerned you
Then contact us.
Send us all those details by e-mail, letter or fax.
Don’t delay.
Broadcasters are only required to keep recordings of their programming for a short time.
What Happens Next
The CBSC will contact the broadcaster to bring the matter to its attention. The broadcaster must then respond to your concern in writing.
If your complaint is not resolved to your satisfaction, we will investigate further.
We will review your complaint.
Recordings of the program will be reviewed by the CBSC, even when the program is not in English or French (we will arrange for translation of the program). A Panel may be convened to adjudicate the complaint.
The CBSC will decide if the broadcaster has respected the codes.
We will send you a copy of our decision, which will explain why we reached that conclusion.
Panel decisions will be made public.
Panel decisions are released to the media and posted on the CBSC website. If a broadcaster has breached any of the codes, it must announce that decision during prime time television hours or peak radio listening times.
