My understanding is that "hebra" means strand, and that strands of tobacco are called "cut rag." If you do some Googling around, you will come up with information such as I post below.

Hebra is loose tobacco. You could just say "the plant has an annual production capacity of 7,000 tonnes of loose tobacco", though it depends on the context and what comes before and after this.
