The phrase is 'Entende-se por higienização, os processos de limpeza seguida de sanitização.'. I usually find 'higienização' translated as 'sanitization', but here they are two different things.

"Entende-se por higienização, os processos de limpeza seguida de sanitização."

So here you have to use cleaning and sanitization anyway because they're there "processos de limpeza" and "sanitização".
