I don't get it completely either - there seems to be a sample from the tail of a multivariate distribution. That could be done in many ways depending on how the cut-off point(s) for the variables are defined. Can you give any more context about what the process is?

Can 度here be "limit"? So both characters essentially mean the same thing - a cut-off point?

So.. Multivariate quantitative regression model that samples a tail at an arbitrary tail? Since Tail is already in katakana, it's awkward to translate tail twice, unless I'm not getting this correctly.

It seems to be just referring to the tail of the distribution i.e. the extreme (typically low probability) values. "Angle" doesn't fit here (some more context might help).
