発基第? Could this be an abbreviation of 発基第?

Something like an issue number perhaps?

Japanese term (edited): 基第 (発基第 )
Selected

Labor Standards Bureau Notification No. / LSB Notification No.

発基第は、厚生労働省所管の通知のうち、労働基準に関わるものの種別・番号だと思います。
下記リンクで、第5編 労働基準のところに "発基第" が数多く記載されています。

4 KudoZ points awarded for this answer. Comment: "Thanks very much! I think this is right as there is other info about 厚生労働省所管 elsewhere in the document. "

Hi!:) I would suggest that the second kanji (第) refers to the figure 1887 itself [because of the kanji 号 after it, so the whole combination, in my opinion, means the 1887th number] and the first one (基) could be a suffix for counting heavy machines or motors. If you wish you could send me the context this kanji combination is found in:)
