質問の時にお伝えしてなかったのですが、この権限者は、必ずしもそのシステムの担当者ではなく、各部署で選ばれた権限者も含みます。そのあたりを考えて、cinefilさんの表現を選ばせていただきました。みなさんのアドバイスの通り、person authorized to ...としました。
