These two abbreviations appear at the start (ICM) and end (FCM) of a quote taken from a short news article published by ANSA. They are each on a separate line from the rest of the text, so my guess is they signify the start and end of the article: 'inizio comunicazione...' and 'fine comunicazione...', but I can't find anything to confirm this. Any help would be appreciated, thanks.

I agree that I and F could be "inizio" and "fine". Could C be "citazione"?
Either way, I think you should omit it from your translation.
