hours of rest

In Italy such thing does not exist and I love taking naps!

even though you don't "have" to take a nap..I think "siesta" is also good and "short sleep time" here though I have decided to propose "hours of rest".

you may want to use the word public somewhere..but it would sound as of if the police is around the corner to make sure you don't break the law!
