"Dieser Vertrag ist daher aufschiebend bedingt darum, dass Herr/Frau Mustermann die erforderlichen Erlaubnisse erhält"

This seems, literally, to say that the contract is "aufschiebend", but I suspect it must mean that "Dieser Vertrag is daher bedingt und wird aufgeschoben bis...". Is that right? If so, how do I best express that in appropriate contractual English?
