Misprint
My guess (and Teresa's - why didn't you post it?) is that it's a misprint for straff meaning "tightly".
I can't see or even conceive how organisation can be "toughly organised" unless it's a hit mob.

You could be right - hence my confidence - but I don't think it's "commonly" used, and when it is, as far as I can see, it means "courageous" or "tough", neither of which makes sense when describing the organisation of processes.

Nick: I agree, but if it is "taff" (ah - the joys of vowel sounds!)perhaps "robustly" or something similar would do?
