I reckon the buckets (or whatever you're calling them) have a (ring-like) rim around their base so that when they are placed on the ground air can get in, water can get out...

Seems strange in Hängeeimer context, i.e. if you're going to hang them, but you can probably place them on the ground too.

That's the only sense I can make of it. Maybe some help.

agree AMuller : something along this line; purpose of the rim could be to stop the contraption from falling over when putting the plants etc in, before hanging it up
