I interpret the part in question of the first sentence as there is a possibility of expanding the space available right now in the future, since the sentence ends in large flexibility and define widening possibilities.

: I don't think Zukunftsoffenheithas to do with the amount of space available, simply the flexibility (in terms of different usage), although the Erweiterungsmöglichkeiten almost certainly does.

This is how I see it - the basic design/structure should leave room for future expansions/extensions of the building.

: Againt, this is where the Erweiterungsmöglichkeiten come in, not really specifically what Zukunftsoffenheit means, at least not exclusively. I agree with the notes.

This is not at all clear - "Offenheit" can refer to options for expansion/extension but also to possible changes in use (see also my added note). (And "flexibility" is mentioned before in the source.)
