navel reaching neckline
I would not bother with "vertigineux". The fact that the décolletage reaches the navel says enough about its depth.

eye-popping neckline down to the navel

ultra-deep plunging neckline
I don't think the reference to the navel is strictly necessary, 'ultra-deep plunging neckline' sums it all up!

plunging neckline reaches ( reaching to ) the midriff
I think this is sufficiently different to warrant a separate answer, even at this late stage. I much prefer the word midriff to navel or belly-button for fashion writing.
