Maybe this means that while "original parts" are available for "resizing" worn parts once or twice, and the manufacturers prefer to stop there because either they feel allowing even more wear of some parts would be pointless (given the residual lifetime that might be expected) and/dangerous or because they stand to make more money if the vehicle is considered to be irrecoverable and the owner buys a new one, spare parts are available from other suppliers for prolonging the life of the engine even further. In the latter case auto mechanics stand to earn more money by doing more repairs and the spare parts manufacturers cash in on a market.

one area of rebuilding an engine would be regrinding where you rebore the engine. In a job like that you wouldn't need to order parts, you would just need to use high quality materials. But this term refers to all similar operations in my opinion.
