Does "across departments" connote hierarchical layers? It sounds quite "horizontal" too me. I have seen the source of the information in the TEPCO website below (in Japanese) and found that it clearly refers to dialogue across hierarchies (vertical layers) (階層を越えた直接対話).

inter-hierarchical

Crossing boundaries between hierarchies. Previously, people only talked within their own hierarchy but the company wanted to change such corporate culture so that there would be more inter-hierarchical dialogue.
