: You are right. The English is wrong too, should be "mothers in waiting" meaning expectant mothers i.e. pregnant women. So a wrong translation into bad English.

The English text is odd, because much of it is idiomatic but it contains certain details that betray its non-native origin. "Mothers at waiting" is one of these; "on the case of the end user" is another (it should be "on the part of the end user").
"Mothers at waiting" is not an idiomatic expression in English. Without the benefit of the Russian version, I would have assumed that "mothers at waiting" was intended to mean expectant mothers, that is, pregnant women. "Mothers-in-waiting" is occasionally used with this meaning. But here it is presumably a mistranslation of the expression used in the Russian version, which means nursing mothers.
