I agree with what you wrote about 'grown up in practice' not being very good English in the particular source text. I guessed it's saying that the concerns with special privileges assigned to agents have increased during work. I wrote that the agents have progressed through their work. If a source text carries a flaw or an unclear phrase do you recommend avoid suggesting a response or the option of asking the person who placed the question for more clarity?
