However, democracy would be the more easily tameable, the less acute its discontents. The new strategy thus implied a readiness to venture into programmes of social reform and welfare, which undermined the classic mid-century liberal commitment to governments which kept out of the field reserved for private enterprise and self-help. Curiously ednough, the Scandinavian countries, now the 'walfare states' par excellence, were slow off the mark and several countries made only nominal gestures in this direction, the USA of Carnegie, Rockfelloer and Morgan none at all...
