Condensateur à air contre condensateur "à liquide"
These seems to be Condensateurs à isolant:
-> condensateur à air (ou isolé dans l'air)
-> condensateur à electrolyte liquide?

Note from asker:
"Power Factor Correction and Tuning Capacitors" is the title of the section Fluid Filled Capacitors: These components are hermetically sealed. The insulating (dielectric) fluid used in capacitors is non-PCB and environmentally acceptable. Dry Filled Capacitors: These components do not contain any combustible materials. |

: Impossible to tell with knowing what kind of 'capacitors' it involves; in some fields, air-insulated capacitors would be VERY unusual, and other commoner 'dry' types exist
