Thank you everyone for your contributions. I'd embrace this particular answer 'cause it is general. On a diploma, I think we don't need to be that specific. And "good" is not used to compare with excellent or satisfactory. It just means OK or " up to the passing standard. This neatly solved my problem with/hatred for the term "qualified". Special thanks to Yueyin and Tingting for looking at your own degree obtained in the US, and guess what, I have used Yueyin's term of "conferred upon" to replace "award" in my template and it sounds much more natural. Never8quit provided good links that also helped me a lot with the overall wording of the entire diploma.

我觉得 good academic standing will work here. The school's practice is unless you get below C, your academic standing will remain as good.

with good academic standing

As said in the response to Denyce's comments, this phrase might sound a little bit weak. For example, in some American University Catalogue, there is a description like this: "Students are in good academic standing unless academically dismissed, suspended, or on probation. Students on academic warning are still considered to be in good academic standing".

I would like to still recommend this, as we actually say "成绩及格" (qualified for graduation) unless "academically dismissed, suspended, or on probation." It does not necessarily mean that all exams are passed. Students are allowed to fail on some.

Thanks

Thanks
neutral Denyce Seow : Passing exams does not necessarily mean having a good standing. What if it is a borderline case?

Thanks Denyce. A good academic standing actually does not necessarily mean superior to average, it just means sound, qualified. Actually, this phrase might be too weak, instead of too strong, as will be noted above.

Chinese term (edited):

completed and passed all modules

'good academic standing' might not necessarily means merely 'passing'

"In addition, students must be in good academic standing to be approved for independent study, with "good academic standing" defined as a cumulative grade point average of B (3.00/4.00) or better earned while in the HA Program."

Thanks, Denyce!
neutral H. J. Zhang : One does not have to pass all modules in order to be qualified for graduation, which is what 成绩及格 actually means here.

with passing scores

eg.
the students must take adequate Chinese courses with passing scores after admission.
For foreign students, submission of academic transcript with passing scores in all subjects from previous school and demonstration of adequate Chinese.

agree Denyce Seow : Or "with passing grades" - I agree with this suggestion because passing exams does not necessarily mean having a good standing. What if it is a borderline case?

Thank you!
agree chica nueva : (考试及格;测验及格) IMO 成绩及格 should refer to overall coursemarks at the end of the course (including tests, assignments, exams, etc ie various forms of assessment)

disagree H. J. Zhang : It does not necessarily mean that all exams are passed. Students are "academically qualifie" (成绩及格) even if they fail on some courses, that is, as far as they do not fail on too many, they might be still taken as on "good academic standing".

Fulfillment of all requirements (for the degree or for graduation)

Just an option.

For your reference, the following is from a diploma issued by a U.S. University:

"The board of trustees upon the recommendation of the faculty has conferred upon (student’s name) the degree of (degree name) together with the rights, privileges and honors pertaining thereto in recognition of the fulfillment of all requirements for this degree.”
