Es crea el Tribunal Català de contractes del Sector Públic, es tracta d’un òrgan de caràcter col·legiat format per tres membres, que ha de donar resposta als recursos interposats en matèria de contractació pública.
Fins ara l’organisme encarregat de la tramitació i resolució de recursos en matèria de contractes del Sector públic era l’Òrgan Administratiu de Recursos Contractuals (OARCC).
L’OARCC es tractava d’un òrgan de caràcter unipersonal, amb la transformació d’aquest organisme en el Tribunal Català de contractes del Sector Públic, passa a ser un òrgan de caràcter col·legit format per tres membres, amb els càrrecs de President i dos vocals.

Because I can't find an 'official' translation, I'm only giving my answer a '2'.
Although you could use 'tribunal', I think 'board' might work better here and it is definitely what I would use.

As well, under section 396 of the Budget Implementation Act, 2009, the PSLRB is also responsible for dealing with pay equity complaints filed by, or on behalf of, groups of employees pursuant to the Canadian Human Rights Act.

Entry 4 for 'Board' in the Oxford Advanced Learner's Dictionary cites: http://oald8.oxfordlearnersdictionaries.com/dictionary/board "a group of people who have power to make decisions and control a company or other organization" and entry 5 "used in the name of some organizations e.g. the Welsh Tourist Board (= responsible for giving tourist information)".
Albeit a little archaic, it is neater than saying Adjudicating Body.
