Context:
"En el marco de este proceso llega a la creación de una oficina de OPS/OMS en Guayaquil en 1996 con características de **Subsede Regional**."
This is politically delicate because PAHO/WHO offices are at the service of the countries and are not normally referred to as "headquarters." Also, "Regional" in this document refers to the Region of the Americas, not a region within a country. I welcome your ideas!!

To Jeremy: The only reason I posted this question was to ask for ALTERNATIVES. "Regional office in WHO language refers to regions of the world; the regional office has country offices, and these are branches of the country offices. Let's forget the whole thing!!

I see no reason why you shouldn't use 'regional'. "Regional" can certainly mean 'the Americas' or 'the Indian subcontinent', for example, and not just the narrow definition of a region of a particular country. I would use 'office' here rather than 'branch', though, partiucularly as we're talking about an NGO rather than a corporate body. Take a look at the web references I'm adding, particularly the WHO one.
