It seems to be a list of tasks that need to be executed under the order, i.e. collaborating with the organisation in charge of the surveillance, taking over the media resulting from the surveillance activities (i assume anything from reports on paper to tapes) and drawing up reports presenting the results of the surveillance.

No, one of the tasks from the lists is going to the organisation and picking up any recordings/tapes/records, etc. that result from the surveillance, it's a task.
