The word "vastaanotto" is routinely a headache to translate into English.

Here is the title of a medical guideline:

"Hätätilapotilaan vastaanottotilanteen toimintamalli teho-osastolla"

Does the term "vastaanottotilanne" describe

1) the situation in a doctor's office (= "vastaanotto"; in UK English, "surgery") when an emergency patient is received

2) the situation when an emergency-status patient is received (= "otettu vastaan") at the facility in question, i.e. the intensive care unit in this case

I would definitely say 2), as the word "tilanne" refers to a (sudden) situation. The first interface is not a doctor, but some other health care worker, who assesses the situation.
