OK, so this is the title of a document from a Mexican regulatory agency to the regulated party's legal representative.
I have a feeling that this is an "official notice by personal appearance" or something of the sort, but is there a more precise and/or elegant way to say this?

Hi, Robert. You're right. The "por" got me. I agree that "notice served in person" is the right track, but don't you think we would have to include "por comparecencia" in the translation?
