Anything done in the way of воспитание that is not covered by "education" or "guidance" would be done by the family, not the school or university. "Upbringing," for example, could be a translation for воспитание, but it is done at home, not at school. Obviously it's not a hard and fast distinction, but this is English usage.

I could not find any better suitable translation here than socializing. Because, education system of English speaking countries is different.
The main goal of educator (педагог) is not only teaching or controlling, but at the same time, they should be responsible for their (student, children etc.) development in various aspects of life, development in them socio-political and physiological merit or qualities, achieve all-round development, complete and in-depth acquirement and mastering of knowledge

1. Moral building might be suitable, but it is limited with moral only,
2. If we use Pastoral it would also be limited and it deals with personal needs and problems
3. Upbringing is translated in many places for "vospitaniye", but it is the treatment and instruction received by a child from its parents throughout its childhood, but not always, especially by parents. good option as well, but it is related to moral and behavior only.

In some places for Soviet and Russian "воспитание", transcribing is used as "vospitaniye", as it is different from English speaking education system.

Я спросил у знакомых, в бывших школах которых был такой отдел. Они сказали мне, что этот отдел занимается организацией школьных клубов по интересам, поездок и экскурсий для школьников и внеклассных мероприятий вообще. Если мне всё правильно объяснили, то самый походящий перевод - "extracurricular activities". Полностью фраза переводится как "Head of Extracurricular Activities" или "Head of the Extracurricular Activities Department" (первый вариант это - титул, второй - больше описание обязанностей).

Насчёт слова "extracurricular". Есть варианты, как его писать; иногда пишут "extracurricular", иногда "extra curricular", а иногда "extra-curricular", но в оксфордском словаре написано "extracurricular".
