In metric units reduced to lowest terms and in the number of the largest unit specified までの訳ですが、「最小桁数の整数でメートル法表示」で通じると思います。
例えば100g なら 0.1kgや100,000mgではなく、100g と表示せよ、ということです。

下では「これらの数値は最小の整数となるように示すこと」という表現が使われています。最小桁数の整数/最小の整数という表現を使うことによって、100gが100,000mg と表示されたり、キロやトンを使って、小数点のある「小さな数字」になることを防げます。
