Perhaps this is already clear from the answers suggested, but I think the gist of this is that the contract can only include the rights and obligations specified in the call for tenders or related specs, OR in cases where any of those rights and obligations have been made more specific in the winning bidder's offer, those more specific terms can be included in the contract too.

For example, the call for tenders may say something like: "the equipment must be packed for shipping in an appropriate manner to prevent damage". The bid may then specify, "the quoted price includes the equipment being shipped in wooden crates" (to comply with the "appropriate manner"). Therefore, it would be OK for the contract to specify that the equipment must be shipped in wooden crates, even though the original call for tenders didn't include that, since the bidder's offer did. The original obligation is the "appropriate manner" of shipping, which in this case has been "concretado" in a more specific manner in the bid.
