Text in Peninsular Spanish regarding the budget for a particular line of an NGO's operations. It's followed by a phrase stating that it's a subtotal and that staff and administrative expenses are not included. Target is NGO professionals and academics. British English preferered and any help greatly appreciated.

I prefer plural in English. I suggest the term "covered" as another option. Things get included in a budget or a price, but I'm not absolutely sure that they're included in a named sum of money.
This is no more than a pedantic quibble, though.
