Hi Philgoddard, I had considered this as well. I believe the Letters are rooms or areas in the facility. And I was unsure as the longterm high security is the next in line, and then those being prepared for discharge. I wasn't sure if the word corresponded with the cases still to be "taken care of" or something like that.....I hope there is a forensic specialist in our ranks.
