Thanks but Kashew's reference posted in discussion gave a definitive description in French of what the source term means. From that, I decided to use "non-itemised".

Andrew is, I'm afraid, on quite the wrong track with the idea of "bulk cargo". This isn't sand or gravel (non-bulk cargo can also be carried in a ship's hold).

@kashew Thanks for the useful ref. I think that "bulk" doesn't really describe that. What about "non-itemised material" or "material not individually specified"? However, I don't seem to get any ghits for those terms in conjunction with "oil and gas". Perhaps "miscellaneous supplies"?

@Andrew & Catherine Thanks. "Unmarked" was my first guess, as I associated it with police cars. However, that just didn't fit the second occurrence. Even with regard to police cars, the French logic is slightly different from the English.

Was having trouble finding the phrase until i searched for "véhicule banalisé." like catherine says, it's often translated as "unmarked car." "bulk-buy car" also comes up, as does "commonplace vehicle."

neutral Nicholas Andrew Courtney : if you go to the top link, the "(comma) bulk" doesn't seem to be a translation of the term, i think it means raw materials (comma) "in bulk". what do you think?

it's just a clue where to check further; maybe they mentioned also "bulk" because sometimes it's simply not translated from EN - happens even when there's a perfectly good FR word.
neutral kashew : I think it's basically untraceable material.

not so much "untraceable" (that has a connotation of "hiding"/"anonymity"), more as: ordinary, plain, not "itemised", nothing special/specific about it.
