Can it be translated by Servizzji socjali? or these are only social services and do not include hospital visits?

welfare state

There is no proper term in Maltese for welfare. In this case, the term stays the same, since 'stat tal-welfare' would not make much sense.

No, that's a transliteration, and a bad one at that (such as tedi ber for teddy bear). I believe in the maxim that English words should stay in English, no matter in which language are used.

Certain words like futbol are OK, but to me, transliterations such as websajt, mowbajl and majkrowejv are worse than ridiculous

Servizzi (not servizzji). I guess it could, but if I were you I'd leave it as Welfare State.
