Arbeitsteilig = according to the division of labour, as per my Oxford Duden. Since the division of labour essentially means specialization, I thought this might refer to specialized, or structured (as in tailored to the requirements of the recipient/project in question, along with abgestimmt).
Neither specialized nor structured aid gets many Google hits, though, so I'm not too sure about the wording.

2. They're sharing the work with the government of the developing country, in which case you could leave out "arbeitsteilig", as support is by definition a division of labor.
