German to English Bus/Financial Education / Pedagogy
I have not come across this before - I think we would simply use the word "credit", without reference to the "written" aspect. It is referring to the use of administrative support services at a Swiss university by teaching staff.

"Bei weniger als 100% Beschäftigung reduziert sich das Guthaben von Assistierenden dem Beschäftigungsumfang entsprechend. Statt eines Sekretarates erhalten Sie einen Schreibkredit für administrative Aufwendungen in der Höhe von CHF 25'000 pro Jahr.
