It could also mean "first/initial stage" of opening a store or shopping center, as research on the Net will show similar examples of this phrase being used in the opening of large shopping centers, etc. In the Japanese financial year, which starts in April, the first quarter runs from April to June, so I don't think it means "first quarter" in a financial context in this translation...hope this helps somewhat.
