在姿 とは、要するに車輪を外さなくても削正ができるという意味ですから、それを伝える英語にすれば良いと思います。

これは本当に七光台検車区に在姿形車輪削正旋盤(車両から台車や車輪を外さず削正を行う旋盤。コレを使うと作業が終った後すぐに営業に復帰ができる)が欲しいですね。

: under floor (underfloor)のほうが適切で、ネイティブスピーカーにもわかりやすく、良いと思います。under floor (underfloor) wheel latheのホームページには、車輪を台車から外さなくても旋盤できるという英文の説明がありましたし。
