In a letter from the Kraftfahrt-Bundesamt in response to an enquiry about points on a licence.

"Fragen zur Punktbewertung, Möglichkelten zur Punktereduzierung und zum Punkteabbau erfragen Sie bitte bei Ihrer zuständigen Fahrerlaubnisbehörde."

Could some-one please explain the difference between Punktereduzierung and Punkteabbau.

Abbau Abbau means you can do something actively to reduce the number of points on your licence:

"Abgebaut werden können Punkte nach folgendem Bonussystem entsprechend § 4 Abs. 4 StVG:

* 0-8 Punkte: Freiwillig nachschulen lassen im Aufbaukurs durch qualifizierte Fahrschulen -4 Punkte abgebaut,
* 9-13 Punkte: Aufbauseminar bei Fahrschulen -2 Punkte abgebaut,

I guess that reduzierung means that they are reduced through passage of time; however, none of the sites I have looked at makes this distinction, and frankly seem to use the terms to mean the same thing, eg:

If you refer to the official website,

you will notice that they talk about penalty points being deleted and not expiring.

The difference between Punktereduzierung und Punkteabbau seems to be that Punkteabbau is the active process that leads to a reduction in points. It appears to me that the original wording was not well thought out, but IMO ...abbau is referring to the process where the penalized driver has to actively engage in specific measures such as seminars or consultation regarding correct traffic behavior. Once these measures are completed, his penalty points are reduced by a certain number depending on the type of measure and initial point amount before engaging in the measure.

while
Punktereduzierung: penalty point reduction

disagree David Williams : No, I think you will find active reduction would be Punktereduzierung.

IMO, reduzierung is the result that you get, when you engage in measures (seminars) to reduce the penalty points on your account. Sorry for the late reply.
agree David Wright : Not sure about the term but this seems to be the meaning from the references I refer to in my discussion contribution. "Reduction" vs "deletion" might be possible and fits in with your comments

Expiry of points

This refers to points expiring after their period of validity set by the authorities, e.g., 2 years., rather than the removal of points.
Example sentence:

The system also facilitates notification of expiry of points after three years in accordance with the provisions of the system.
