: I'm not entirely sure about "establishment", but permanent would seem to make sense here. Maybe something along the lines of "setting up" or "development" as Sara suggests

Yeah, ignore the "angelegten", because that's what you have. The previous suggestions are probably correct, languagewise, but I still think this is what they mean.

: I think you're on the wrong track here - "langfristig angelegt" has nothing to do with being time-consuming (which would be zeitaufwendig bzw. zeitaufwändig lt. NDR)

Just another suggestion: could you somehow rephrase and work "sustainable" into it? E.g. "solutions for creating sustainable documentation in all languages and formats..." or similar.
I think this phrase would work well with the marketing nature of your text.
