Interview with mayoress of Valencia.
What I really need is a bit of help in sorting out this sentence, it doesn´t sound right to me in Spanish or else I'm not interpreting it correctly:
This is what I have so far:
"As regards a message for citizens, and in view of the years to come, unless this situation changes —with almost 5 million currently out of a job — the City Council of Valencia will do everything within its power to combat unemployment and to facilitate the implementation of competitive projects that will create wealth for the city. "
El de 2010 es el tercer 9 d’Octubre consecutivo con crisis. ¿Cuándo saldremos del atolladero? ¿Cuál es el mensaje que quiere hacer llegar a los ciudadanos?
Saldremos de la crisis cuando tengamos un Gobierno serio que aplique las medidas económicas con valentía, con preparación y con responsabilidad, y atendiendo a todos los españoles por igual. Me explico: un Gobierno con visión de Estado, que crea en España y no sólo en el interés de su partido. Un ejemplo es la financiación de los Ayuntamientos, que desde el Ejecutivo socialista se decide con tremendo sectarismo, según las siglas de cada ciudad.
**Respecto al mensaje a los ciudadanos, y ante los años que se avecinan, si no cambia este rumbo, con casi 5 millones de parados en la actualidad, desde el Ayuntamiento de Valencia con nuestras competencias vamos a hacer todo lo posible para luchar contra el paro, y para facilitar la puesta en marcha de proyectos que sean competitivos y creen riqueza para la ciudad.** El mensaje será, por tanto, infundir confianza en el futuro, porque Valencia es una ciudad capaz de lograr lo que se proponga, y transmitir que con el esfuerzo de todos saldremos adelante.

I would weave it into the previous part of the sentence more or less along the following lines:

That's how I read it, but if "policy" seems to strong you could use "things", the "way of doing things", but by using the figure 5 million (a national unemployment figure) the writer is playing party politics by purposely referring to the state of the nation rather than sticking to the subject of Valencia.
