canaria... Many thanks. I stick with my original answer if "encourue" is the last word of the sentence and now that appears to be the case.

Nothing comes after 'encourue' - that is it. The text says that society must no longer take a moralistic and passive approach (to crime) which amounts to **une application predominante des mesures de force sous forme de peine repressive et encourue**

Claire... I would have hoped that the Asker would have provided us with the whole sentence from the outset, but you may well be right that there may well be more to follow after the word "encourue".

This makes no sense in French. I'd say mesures coercitives instead of mesures de force, but peine répressive et encourue is an enigma to me.

Full phrase would be translated by something like: The administration of forceful measures through the application of repressive penalties.

Or "by carrying out repressive penalties" instead of "throught the application of repressive penalties" to emphasize the implementation of the punishment and not just the juduge's pronouncing such a penalty.
