I am struggling if charging means something electric or billing.

ここでのchargeは充電する、という意味で使われていると思います。前後の文章がないので何とも言えませんが、もしEV（電気自動車）の場合、GPSシステムをスタンドで充電する場合（従来の自動車でしたら、ガソリンスタンドでの給油となりますが）、全て電気で動くので、充電の際に、POIをGPSに入力する、ということではないでしょうか。environment-related dynamic poiは目的地周辺を意味しているのではないでしょうか。ただ、提案した訳で充電と入れるのも変なので、あえて入力にしました。
