I gather from reading the article that 1. Users do not have to abandon their existing TV sets. 2. Vendors will provide a top-box either for free or at a subsidized price. 3. 双向 means "interactive TV", where "interactive" is between users and broadcasters. 双向 does not mean analog-and-digital back-and-forth.

The article emphasizes that the transition from analog to digital has to make everyone happy - the users, the vendor, and the government. It has got to be a smooth transition, low cost for users, long-term, profitable for the vendor, and OKed by the government. It can't be a discontinuous quantum leap. It's got to be a classical (differentiable) smooth transition.

3、什么是平移的模式
　　模式是我们这几年谈论最多的话题，简单来讲是用一种什么方式来开展数字化工作。我认为平移的模式不是由我们决定的，应该是用户所主导、政府又支持的一种方式。无非也就两个问题，一是涨不涨价？二是双向还是单向？涨不涨价的问题前现已经谈过，不再重复。在这里就只谈第二个问题，我们往往在想，数字电视在发展呀，现在是单向平移了，盒子送出去了，将来双向怎么办，于是有的地方在单向平移的时候预留了很多的接口，等到用的时候发现这些接口还不可用，浪费了成本，对未来还没有好处，可以说是得不偿失。我认为我们做平移的时候，我们的单双向平台都是齐全的，我们在送盒子的时候是根据老百姓的需求来决定给他什么样的盒子，一个只有单向需求的用户，我们就只能给他一个单向的盒子；一个有双向需求的用户，我们当然要给他一个双向的盒子，但前提是你必须得享受我们的双向业务。可能有人会问，那如果单向的用户几年后有了双向的需求怎么办？我们试想一下，一个普通的家电会有几年的寿命呀，再说了，不是还有第二机吗？等他有需求的时候，我再送他一个互动的盒子也不迟呀。
